google says you can get apps for it but only on jailbroken iphones.

seems there are some apps that let you do it, but think they might only work in the US

Does it only record your side of the conversation so? Put it on speakerphone and try it?

voice recorder shuts off when you press 'call'

Why not just make your call in Skype whilst running voice memo in the background?

It was for a mate (tho I could use it too), but she found some Nokia phone that does it. But yeah, it's gonna be a mixture of old and new-school rules til someone sorts an app that works in the UK
