In fact he really wasn't - I remembered the above quote but seems a few of his most memorable lines were about the French.
Firstly you must always implicitly obey orders, without attempting to form any opinion of your own regarding their propriety. Secondly, you must consider every man your enemy who speaks ill of your king; and thirdly you must hate a Frenchman as you hate the devil.

There is no way of dealing with the Frenchman but to knock him down - to be civil to them is to be laughed at.

There's a Jonathan Meades film about Portsmouth, which he's been weirdly obsessed with for decades, and he talks a lot about the city's naval heritage and how it became hugely important for that reason during the Napoleonic Wars. He has some local historian doing a guest spot, who says that a local survey of things kids in Portsmouth are most scared of, and the top three items were "paedophiles", "drunk men who shout in the street", and "the French".

Eat 'em here too of course. Quite different though. You get a million little ones and a cocktail stick to winkle 'em out

Whereas French snails tend to be large and with more garlic and stuff (although they do eat some larger ones here too come to think of it)
