It's true that Italians used to make the best films, although this hasn't been the case since the early 1980s and that wasn't necessarily directly related to their women, although they were of course a great asset.

I think once i started a thread or maybe put it in another thread where I said there was a kind of specific cinema that has this same kind of feel to it, that didn't exist before this century (well ok 90s) I'm thinking Coen Brothers films, Napoleon Dynamite, Eagle vs Shark, that guy who did In Bruges and Three Billboards, An Evening With Beverly Luff Linn... maybe not the same as what you're talking about but related.

Didn't think of McDonagh, but yeah In Bruge and Seven Psychopaths get into this territory. Jared Hess has a couple others that are palpably similar to Napoleon Dynamite.

Did you see Eagle vs Shark? I think a lot of the same people turn up in these things and that guy is one of the main ones

Have not seen that one, but it looks like a perfect example. Jemaine Clement is up there with the top quirkies. He's like an attractor of the genre.

Think its a geographic thing, located dead center amongst all of europes cultural influences, coalescing into a a bungling frankinstine's monster of sorts.

There's also something subdued, at least often, about quirkiness. And I think the playfulness is key. Also some degree of wit.

Although I actually tend to think of quirkiness as a marginal form of humor, rather than a center of attention kind. With the exception, say, of Zooey Deschanel.
