Is this the end of the Reagan/Rove right?

I dunno, I think the jury's still out on this. Some studies have found that it significantly reduces sensitivity, and promoting it in AIDS-ravaged regions runs the risk of backfiring badly by making circumcised men think they're 'immune' from catching it and therefore don't need to bother with condoms.

Um, as you were.

Being circumcized reduces your risk of contracting/spreading HIV/AIDS by something like 70%. According to David Ho, whom I tend to believe when it comes to this stuff, circumcision and anti-microbial gels are the best bets in reducing the spread of HIV infections in Africa, based on cultural norms where condoms are frowned upon and certain areas where superstition reigns supreme. Anti-microbial gels can be used surreptitiously by females (and in fact, they're teaching women to hide their use for fear of retribution if men were to find out about it) and work nearly as well as condoms. Pair this with circumcision at birth for males (which isn't culturally prohibited), and the AIDS pandemic might slowly begin to subside in sub-saharan Africa. If it works there, there's hope it could work anywhere.

(Re sensitivity: reducing sensitivity is not necessarily a bad thing... Maybe it'll reduce the number of premature ejaculators and kill two birds with one stone.)

Surely Rove is just the ultimate righwing Rep fixer, rather than an outright neo-con. The neo-cons (at least my image of them) have a stronger ideological base than just 'tax rich people less'. From your original list, I think Kristol qualifies too and he just lurrrrrrves Palin. Though Lieberman would've been the most obvious neo-con pick for VP.

I really think that McCain, left to his own devices completely, would've chosen Lieberman...

People who think Karl Rove isn't a neo-con are just trying to make a false dichotomy where you separate the conservatives who believe that giving corporations tax break creates a situation where wealth trickles down AND believe in overturning Roe v. Wade and gay marriage from the ones who just believe in trickle-down economics.

The two groups overlap all the time.

It's a way of trying to dissociate the party from Bush's administration, because Bush wasn't a 'true' conservative, even though he obviously was.

That's probably true, but it's not uncommon to hear people say things like 'Blair wasn't a true socialist' (obviously) or 'Blair wasn't a true social democrat/liberal'. Words like 'conservative' obviously describe pretty broad churches. Bush is perceived to be big government and socially conservative. Sections of the Republican vote are naturally going to dislike that (cf Emmanuel Rahm), but such is the nature of building a coalition big enough to get into power.

Sure, but that doesn't mean he isn't in the estimation of most or many a very typical (neo)conservative. Conservatives love spending--as long as it's on pointless offensive "defense" and increasing the national debt via tax cuts for the rich.

Here's another list of prominent neo-cons with Karl Rove on it, linked to on the wiki page for "neo-conservatism":

Well, that sourcewatch list is (unsurprisingly) innacurate: including Henry Kissinger, Richard Armitage, and Zbigniew Brzezinski on a list of "neoconservatives" is mind-bogglingly wrong. If Karl Rove is a neocon then the term has no meaning.

The two best background books on the "movement" here and here.

Kissinger is like the anti-neo-con, the paleo pin-up boy. Kissingerian is what neo-cons call each other when they're really cross.
