This is actually an interesting issue! "Spook" is traditionally a racial slur for an African-American and slang for a spy.

I think when it gets used to reference police, it's to reference underground/plainclothes police. "You're a spook" as identifying traitors in the midst of your Democratic Socialists of America meetup, or whatever.
