Yeah, I was thinking almost exactly the same yesterday when we went into Lisbon. There was one homeless guy who had a beautifully arranged tent, protected from the elements by an overhanging buildign and his possessions laid out both inside and outside the tent with a degree of care that would have shamed the most anal and OCD of office workers. He looked as though he was fine, but further down the street I saw a couple of guys without a tent, sleeping wrapped only in thick sleeping bags. I imagine that Lisbon is one of the few cities where you can get away with that most of the time, but I thought about the rain lately and how one deluge could potentially wreck the bags and cause enormous and unexpected problems, with what amounts to your home suddenly soaked through and with no real prospect of it drying.
Thank goodness, today for the first time in what feels like months it is dry and the sun is visible and hopefully we are going to move in the right direction.
