I think the idea's that they commute the sentences of a bunch of non-violent offenders as they leave office as some sort of tradition.

Wonder whether people are sticking their mates and associates in the list and he's so out of it he signs off on whatever they put in front of him.

The excuse they're giving is that these people were serving the rest of their sentences under house arrest because of COVID, but why does that mean your sentence should be commuted for embezzling millions or taking bribes to send kids to private prisons?
