I should think measures to reduce close personal contact probably have at least some impact on reducing the spread of diseases that propagate through close personal contact, yes.
Of course you can't accurately model what a whole country will do under different circumstances, but the closest we have to a laboratory is the Nordic countries, and their stats speak for themselves.
