and, moreover, is there a degree of alignment that goes beyond self-interest? it might even be the case that two distinct poeples can agree on basic moral principles, murder is bad etc, despite a geopolitical antagonism.

The banning of CFCs that were depleting the ozone layer is often held up as an example. But that's because there was a basically penalty-free alternative, and it's probably the only example.

If you meant the Partial Test Ban Treaty, then even that hasn't been very effective, since atmospheric tests by France, China and (almost certainly) South Africa/Israel continued for 17 years after it came into force:

But, again, it's not that they broke the law, as such - they simply never signed up for it in the first place. A law that you can opt not to be bound by (and thereby suffer no consequences) is as much use as a law that you can break (and thereby suffer no consequences).
