It was on the whole a counter-revolutionary development from jungle, musically speaking. It was a return to the house mainstream. the 2step beat is basically the shuffle of american garage with the 1-3 on the kick subtracted. Don't get me wrong, it produced some fascinating music and i love it, but it's no jungle.
